Sayo Town, Sayo District, is located in the western part of Hyogo Prefecture, bordering Okayama Prefecture, Shiso City, Tatsuno City, and Kamigori Town. The northern part of the town is surrounded by mountains such as Hinagurayama, Goshigiyama, and Takahachiyama, while the central part has a terrain along the flow of rivers, with settlements and farmland distributed there. Most of the town is covered in forests, making it a place rich in nature, but the southern part is home to Harima Science Garden City, and development is also underway with the aim of becoming a science and technology city. In ancient times, it was a junction of the Inba Highway, which connected Kibi with Inba and Tajima, and it also flourished as a post town. Hirafuku still retains the appearance of a post town, becoming a historical heritage site and contributing greatly to the town as a tourist resource.
