Otoineppu Village in Nakagawa District is a major producer of buckwheat. Otoineppu buckwheat, a specialty of the village, is characterized by its jet-black color and is often featured in magazines, television, and other media. It is popular for its strong buckwheat aroma. Other local specialties include honey and wild vegetables grown in the rich natural environment. A famous tourist attraction is the Osashima Eco Museum. The Osashima Eco Museum is the studio of sculptor Bikki Sunazawa, and displays a variety of documents and works. Otoineppu Village is one of the snowiest areas in Hokkaido, and receives heavy snowfall in the winter. It can sometimes snowfall exceed 170 cm in a single season.
