Shibecha Town in Kawakami District has an area of 1,099.56 square kilometers, making it the sixth largest town and village in Japan. It was the setting for the film "The Deer's Tale" and the novel "Forest and Lake Festival," which was also adapted into a film. The Kushiro Wetlands are located in the southern part of the town, and more than half of the Kushiro Wetlands are located in Shibecha Town in Kawakami District. The observation deck at the Kushiro Wetlands offers a vast and beautiful view. Located in a basin, the area experiences large temperature differences between summer and winter, but receives little snowfall. Dairy farming is the main industry, and the number of dairy cows is increasing, with farms becoming larger in scale. In recent years, tourism development has been underway around Lake Toro, with a trolley train and canoeing available. During the winter, the steam locomotive "Winter Wetlands" also operates.
