Shinhidaka Town, Hidaka District, is the most populous town within the jurisdiction of the Hidaka Regional Development Bureau, and is recognized as the central city within the area due to its large number of stores. Its main industries are dairy farming and fishing, with kelp as the main focus of the fishing industry. Racehorses are also bred and produced here, and a large proportion of trainers and jockeys are from the town. Famous racehorses include Tosho Boy and Oguri Cap. Shinhidaka Town, Hidaka District, is home to two hot springs, both of which are beloved by locals. Events held throughout the year include the Shizunai Cherry Blossom Festival and the Mitsuishi Horaisan Festival.
